Review pass is done. I checked the estimate against the takeoff, the proposal against the RFQ, and both against our historical jobs. Four findings — two are high severity and I’d resolve them before this goes out.

The one I’d look at first: the shutdown math. The programming hours don’t obviously fit inside the two 48-hour windows unless the offline conversion is more complete than the estimate assumes.

Shutdown labor may be underestimated
Estimate carries 192 crew-hours across two windows but the takeoff conversion rate (0.42 hr/pt) implies 204 hours of programming alone must land inside those windows. Verify the cutover plan fits.

No contingency line for PLC-5 program anomalies
310-page program export contains 14 unresolved rungs flagged during parse. Similar migrations (Hartwell 2025) required +9% programming hours.

Exclusion 7 conflicts with RFQ page 12
RFQ requires managed switch configuration; proposal excludes "network infrastructure." Tighten the exclusion wording or price the switches.
